Five Entities Unite Under IACAD’s Umbrella to Regulate and Operate Smart Donation at DIHAD 2026
In a significant step reflecting the rapid transformation of the charitable sector, the Islamic Affairs and Charitable Activities Department in Dubai (IACAD) signed an agreement during the second day of the Dubai International Humanitarian Aid and Development Conference and Exhibition (DIHAD 2026) to regulate the distribution and operation of smart donation boxes.
The agreement was signed in partnership with Beit Al Khair Society, Dar Al Ber Society, Tarahum Charity Foundation, and Al Jalila Foundation, which plays a vital role in enabling Dubai Health’s vision to advance health for humanity through the integration of Care, Learning, Discovery, and Giving.
The MOA ceremony was attended by His Excellency Ahmed Darwish Al Muhairi, Director General of IACAD, and Her Excellency Dr. Raja Easa Al Gurg

The agreement establishes a unified framework bringing together IACAD and the four charitable organisations to standardise the distribution, operation, monitoring, and supervision of smart donation boxes. It also strengthens coordination among the participating entities through a clear system that ensures the integrity of donation collection, the accuracy of procedures, and the transparency of donation channels, while reinforcing donor confidence in official and licensed platforms.
The partnership reflects the theme of DIHAD 2026, “Humanitarian Aid at a Crossroads: Shaping the Future of Humanitarian Action,” by leveraging modern digital solutions to enhance donation tools, improve their efficiency, and build a more integrated, transparent, and sustainable model for managing charitable activities.
The agreement builds on IACAD’s ongoing efforts to regulate smart donation boxes, standardise their operational frameworks, and coordinate roles and responsibilities among participating entities. This contributes to strengthening governance and compliance, ensuring that donations reach their intended beneficiaries, and maximising their humanitarian and social impact.
Mohammed Musabbah Dahi, Executive Director of the Charitable Work Sector at IACAD, affirmed that bringing five entities together under a unified agreement to regulate and operate smart donation boxes represents an important step towards building a more integrated and efficient charitable ecosystem. He noted that the agreement reflects the vital role of institutional partnerships in developing donation tools and enhancing their reliability.
He added that the agreement supports IACAD’s commitment to harnessing digital solutions in the service of donors and strengthening coordination with charitable foundations and societies, translating the vision of the UAE’s wise leadership into a charitable environment founded on trust, transparency, efficiency, and sustainability.
He further noted that signing the agreement during DIHAD 2026 reinforces Dubai’s position as a global platform for shaping the future of humanitarian action and as a leading model in developing innovative solutions that strengthen governance and advance the charitable sector’s sustainable impact.
